Who’s who in Nairobi’s water governance?
The Water Act 2002 is the legislation in force that sets out water governance structures for the Country. Several government ministries and parastatals have been mandated with overseeing different aspects of water and sanitation management. Closest to the piped water consumer in Nairobi is Nairobi City Water & Sewerage Company (NCWSC), a water service provider appointed by the Athi Water Services Board (AWSB) to provide water and sewerage services to the residents of Nairobi and its environs. Although NCWSC is a subsidiary of the Nairobi City Council (NCC), it has operational autonomy to enable it to run efficiently and without political interference.
In informal settlements (slums), the consumer typically gets water from private vendors operating water kiosks, or from pushcart vendors. Often these vendors get their water from NCWSC through illegal connections, or from private individuals who’ve drilled boreholes.
